In London, Brussells and Paris we have seen this cycle programme. These bikes are locked at the side of the road. You sign up and become a member and you put in your code then use the bikes for as long as you like. You are charged by the hour. Your don't have to return the bike to the same stand as the locking devise is standard throughout the city. This is the Councils way of trying to reduce traffic in the city.
